Joint Secretary : Muhammad Faruq-Uz-Zaman

Muhammad Faruq-uz-Zaman, Joint Secretary of the Finance Division, has been involved in the coordination of national budget preparation process with extensive experience in Medium Term Budget Framework as well as Public Financial Management. He is working to implement and improve the budget preparation process under MTBF, specially the Program Based Budgeting across the ministries. He was one of the authors of Climate Fiscal Framework and also involved in preparation of PFM Reform Strategy 2025-30. He accomplished multiple roles in the fields of development coordination, rural infrastructural development, law and order management as well as natural resources management. He has also hands on experience in Banking and Gas exploration. He has publications on environmental economics, financial management and agricultural development in national and international journal. He has been a keynote speaker at many conferences and symposiums held by diverse entities including the Geological Society of Bangladesh, South-East Asia Conference on Oil & GAS and UNDP-IMF. He holds a Master’s degree in Geology from the University of Dhaka and another Master’s degree in Development Economics from Japan as a JDS Fellow. He has been trained in the IMF, World Bank, SARTTAC, Civil Service College UK, DANIDA Fellowship Center, Denmark, UNESCO-IHE, Netherlands.
