Mr. Noor is currently serving as Director General (Secretary) at the National Academy for Planning and Development (NAPD). He previously worked as an Additional Secretary in the Finance Division, Ministry of Finance. Mr. Noor earned his degree in Business from the University of Dhaka and a degree in Financial Management from the University of Ulster, UK. He has been actively involved in various Public Financial Management reform initiatives and has published three articles in high-impact, peer-reviewed journals. He has received professional training from the IMF, World Bank, Civil Service College Singapore, the Chartered Institute of Public Finance and Accountancy (CIPFA), UK, and SARTTAC, India.
