Dr. Mohammad Tareque

Dr. Mohammad Tareque is currently the Director at Bangladesh Institute of Governance and Management (BIGM). He has a distinguished career as a civil servant, having served as an Alternate Executive Director at the World Bank and Finance Secretary in the Finance Division of the Ministry of Finance, Bangladesh. Dr. Tareque has extensive experience in public administration, public finance management, development planning, macroeconomic management, and training. During his tenure in the Finance Division, he led significant reforms in the public financial management system of Bangladesh and played a crucial role in introducing the Medium-term Budgetary framework, separating monetary policy from fiscal operations, and promoting Public-Private Partnerships (PPP). He also established key institutions such as the Institute of Public Finance (IPF) and the Bangladesh Infrastructure Finance Fund Limited (BIFFL). Dr. Tareque holds degrees in Economics and Political Economy, including a PhD in Economics from the University of Boston, USA. He has published several articles in reputable international and national journals

Kabirul Ezdani Khan

Kabirul Ezdani Khan, Executive Chairman of Institute of Public Finance joined the Bangladesh Civil Service in 1991 as Assistant Commissioner of Taxes. Before joining the Civil Service, he worked as a Research Associate in the Bangladesh Institute of International and Strategic Studies (BIISS) and Assistant Manager (Investment Promotion) in the Bangladesh Export Processing Zones Authority (BEPZA) under the Prime Minister’s office. During his long career in the civil service, he worked in the National Board of Revenue as First Secretary and Director in the Ministry of Foreign Affairs and Counsellor in the Bangladesh High Commission in Malaysia and Singapore. After returning from overseas posting, he joined in NBR as First Secretary and also worked as Deputy Project Director of DFID funded project of National Board of Revenue. Later he joined in the Finance Division as Deputy Secretary and Currently he is working as Additional Secretary (Budget and Expenditure Management) in the Finance Division, Ministry of Finance.

Kazi Sayedur Rahman
Deputy Governor

Kazi Sayedur Rahman has been serving as Deputy Governor of Bangladesh Bank since 22 November, 2020. Before that, Mr. Rahman served as Executive Director of Bangladesh Bank overseeing the functions of Forex Reserve and Treasury Management Department, Foreign Exchange Investment Department and Grihayan Tohbil and Fund Management. In addition, he served as Secretary to the Board of Directors, Bangladesh Bank and simultaneously supervised Secretary's Department. Earlier, he also supervised the Department of Banking Inspection-1, Foreign Exchange Inspection Department, Financial Stability Department, Financial Sector Support and Strategic Planning Department. Furthermore, he was assigned as observer of the Board of Directors of Janata Bank Ltd, Agrani Bank Ltd, Sonali Bank Ltd, Islami Bank Bangladesh Ltd, ICB Islami Bank Ltd and National Bank Ltd.

Dr. Muhammad Fouzul Kabir Khan

M. Fouzul Kabir Khan is an economist and finance professional with a career spanning academia, government, and the private sector. He was Secretary of Power, Government of Bangladesh. He was also the founder CEO of IDCOL. As CEO of IDCOL, he designed and implemented the most successful solar home systems program in the world under which about 4 million SHSs have been installed. He has also taught for over 12 years as a Professor of Economics at North South University's MBA program, and as a Faculty at National University of Singapore. He has co-authored a book, Financing Large Projects, published by Prentice Hall, and has done extensive consulting work for the World Bank, ADB, IFC, and JICA in various countries.

Professor Mustafizur Rahman

Centre for Policy Dialogue (CPD)

Professor Mustafizur Rahman is currently serving as Distinguished Fellow at the Centre for Policy Dialogue (CPD), a leading think tank in South Asia. He is also a member of Board of Trustees of the CPD. Earlier he served as Executive Director of CPD (2007-2017). Professor Rahman taught for twenty-five years at the University of Dhaka before taking voluntary early retirement to work full time at CPD. He was awarded the prestigious Ibrahim Memorial Gold Medal by the University of Dhaka for excellence in research. Professor Rahman served as a member of the Dhaka University Senate (2009-2013, 2017-2021 and 2021-present). He is a member of Board of Trustees and Syndicate of the BRAC University.

Md. Saiful Islam

Md. Saiful Islam is one of the leading businessmen/industrialists in the country having 35 years of business experience in various fields like Shipbuilding, leathergoods manufacturing, dredging and hospitality etc. He has started his business carrier in 1986 in shipping sector such as Ship-Chartering, Ship-owning, Ship-repair etc. With his intellectual ideas and hardworking he has spread his business wings to some other sectors like leather goods. In 1997, he established joint venture company (namely, PICARD Bangladesh Ltd.) in conjunction with PICARD Lederwaren GmbH Co. and KG, Germany which manufactures/exports leathergoods and getting Export Trophy for every year.

Masuda Yasmeen
Professor and Chairman
Department of Economics

Masuda Yasmeen is a renowned economist with expertise in development economics. She earned her Bachelor's and Master's degrees in Economics from the University of Dhaka, Bangladesh, in 1989 and 1991, respectively. Furthering her studies, she completed a Masters in Economics of Development from the Australian National University in 2002. Currently, she holds the position of Professor and Chairman in the Department of Economics at the University of Dhaka. Masuda Yasmeen is highly regarded for her research on development assistance for poverty alleviation in Bangladesh, which was published in the Social Science Review of the University of Dhaka in 2007. Her contributions to the field have earned her respect and recognition as an influential academician in the realm of economics.

Dr. Binayak Sen

Bangladesh Institute of Development Studies (BIDS)

Dr. Binayak Sen holds an M.Sc. in economics and a Ph.D. in Economics. He has been involved in research projects focusing on poverty, income inequality, and human development. Dr. Sen has worked as a consultant for national agencies such as the Bangladesh Bank and the Planning Commission, as well as international agencies including the World Bank, ADB, UNDP, and WHO. He has numerous publications in academic journals and has co-authored a book titled "Social Dimensions of Adjustment: World Bank Experience, 1980-93." His research interests include economics of poverty, income distribution, anti-poverty policy, social development, privatization, financial sector reforms, informal trade, ethical issues of development, and colonial history.

Dr. Md. Akhtaruzzaman

Dr. Md. Akhtaruzzaman is the Director General of Bangladesh Institute of Bank Management. Previously, he served as the Economic Adviser of Bangladesh Bank. In his role, he contributes to the formulation and management of monetary policy, provides guidance for policy research and analysis, and participates in high-powered policy-making committees. These committees include the Monetary Policy Committee, Investment Committee, Auction Committee, Working Group for PRSP-II, MDGs and SDGs, Committee of Panel of Economists for 7th Five Year National Plan, National Sovereign Bond Working Committee, and Director of the Board of Directors of the Export Promotion Bureau.

Ramendra Nath Biswas

Institute of Public Finance Bangladesh (IPF)

Ramendra Nath Biswas assumed the position of Director General at IPF Bangladesh on April 24, 2023. Prior to this role, he held notable positions such as the Rector of Bangladesh Public Administration Training Centre (BPATC) and Member (Secretary to Government) of the Planning Commission, Ministry of Planning, Bangladesh. Mr. Biswas dedicated 17 years to the Finance Division, where he progressed through various capacities, ultimately reaching the position of additional secretary. His educational background includes an M.Sc. in Development Economics from the University of Birmingham, U.K., and a BSS and MSS in Economics from the University of Dhaka, Bangladesh. To further enhance his expertise, Mr. Biswas underwent specialized training in Impact Evaluation and Results-Based Planning and Budgeting, conducted jointly by the Asian Development Bank and Asia-Pacific Development Centre in Shanghai, China. Additionally, he received training from esteemed institutions such as the IMF Regional Training Institute in Singapore, The Institute of Development Econometric Analysis (IDEAS) at the University of the Philippines, and the Asian Institute of Technology in Bangkok, Thailand.
